APPLY FOR THE VISA:

There are three ways you can apply for a Visa" If your nationality entitles you for a visa on arrival, you may opt to use this option. Nationalities who are entitled to Visa on arrival can be found on: link

If you have a diplomatic passport and your country has bi-lateral agreement with the Government of the UAE which allows entry to the country, you may use this option. A protocol procedure is required for diplomats (see point 3.).

A UN Passport or UN Laissez-passes (UNLP) not considered a diplomatic passport. Any person holding a UNLP should follow the visa process described above, and may attach the UNLP copy within the visa documents.

You can apply to the congress visa through visiting this link. The visa application page will require you to submit your documents. The host country will then process your visa and issue it no sooner that one month of your intended date of entry.

DIPLOMAT REGISTRATION:

Any holder of a diplomatic passport, minister, or head of state is defined as a diplomat, and will require an additional protocol procedure to insure all diplomatic and safety protocols are followed. Heads of postal operators and regulators are not considered diplomats, unless the head of the postal regulator is a minister.

If you are a holder of a diplomatic passport, you are required to contact your Embassy in the UAE who has access to and will guide you through the registration portal of the UAE Ministry of Foreign Affairs (MOFA). Please refer to the note verbal issued in this regard and distributed to all delegates through the International Bureau of the UPU.

BOOK YOUR HOTEL STAY:

A list of official hotels is published on the Congress website, found on this link. The host country will provide shuttle bus services to and from the Congress venue from the official hotels only.

SENDING GIFTS:

Delegations can contact the congress organizing team for sending gifts. The host country will manage receiving, clearing and distribution of the gifts.

Upon collecting your luggage, follow the signs to the Congress Welcome desk located at Dubai International Airport Terminals 1 & 3. A dedicated welcome desk to all delegates attending the 28th Universal Postal Congress will be placed after exiting the luggage collection area and before exiting the Airport. Please ensure going to the Welcome Desk and checking in with the desk to arrange for your transportation to your hotel. Reminder that Transportation is provided to the Official Hotel as marked on the Congress Website. Please make sure to update your travel information on the Congress registration portal, in order for the host country to arrange transportation accordingly.

REACHING YOUR HOTEL:

The host government will provide transportation from Dubai, Abu Dhabi and Sharjah airport to the official hotels. Please make sure to update your travel information on the Congress registration portal, in order for the host country to arrange transportation accordingly.

Should you opt to take a taxi, Uber or Careem service, you can follow the signs at the airport which can clearly guide you to the ride service pick up points.

DUBAI METRO:

Dubai’s safe, efficient, and cost-effective metro system provides direct access to Dubai World Trade Centre Station on the Red Line. Trains run every few minutes from 5 AM to 11 PM, with extended hours on weekends. Passengers must use a Nol Card, available for purchase at metro stations. A ceremonial Gala dinner will be held for all Congress on the 7th of September. An RSVP link will be sent to all delegates.

A maximum of 4 delegates per member country can attend the Gala Dinner event

The Gala Dinner Ceremony will take place in the Arena Hall in Dubai World Trade Center (DWTC). You can find the Arena Hall location through the following link

A maximum one delegate for Consultative Committee member can attend the Gala Dinner event.

COLLECT YOUR BADGE: Badges can be collected at the entrance of the Congress halls. Signage will be placed to guide delegates to badge collection counters.
Badges will be available for printing and collection from the entrance of the Congress from the 6th of September. If you decide to print and collect your badge on the first day of congress, please make sure you arrive early, preferably 2 hours ahead of time.
VIP badges will be provided to Diplomats, Heads of state and ministers (VIPs). Security scanning for VIPs will follow the host government protocols. It is important to note that security escorts of VIPs will undergo security scanning at the entrance.
A large car parking is available adjacent to the congress and made available for delegation vehicles, free of cost and can be accessed through QR codes. Please contact the event organizing team to avail a QR code for your vehicle.
Badges will be available for printing and collection from the entrance of the Congress from the 6th of September. If you decide to print and collect your badge on the first day of congress. please make sure you arrive early, preferably 2 hours ahead of time.

CONGRESS VENUE MAP:

The Venue is divided into two zones, a blue zone and a green zone. The blue zone - where Congress plenary rooms, meeting rooms and offices are located is access controlled through security scanning. The food hall is considered as a green zone and upon returning to the blue zone, delegates will need to be scanned. In this regard, it is important to keep your badge with you at all times.

BREAKS:

There will 3 breaks during the day.

Morning coffee: 10:15 - 10:45

Lunch: 12:00 - 14:00

Evening coffee: 15:15 – 15:45

Please note that Congress sessions will be ongoing during the Morning and evening coffee breaks.

The congress has 6 meeting rooms with capacities of 25, 60 and 140 persons. Please visit the information desk at the congress to access the booking system.

RECEPTIONS:

Receptions: A number of lunch and dinner receptions are hosted by member countries. Invitation will be sent accordingly by the International Bureau. The receptions will be held in the food hall, unless otherwise communicated by the International Bureau. Reception timings will be from 18:00 until 21:00.

GIFT DISTRIBUTION:

Gifts can be collected from the 7X booth. Delegation that have sent gifts or planning to send gifts are kindly requested to inform the congress organization team with the respective dates they wish their gifts to be distributed at.

- PAYMENT & CURRENCY EXCHANGE:

Credit and debit cards are widely accepted in hotels, restaurants, and retail stores.

- ELECTRICAL:

Dubai’s electricity supply operates at 220/240 volts, 50 Hz, with British-style three-pin sockets (Type G) being the standard.

- MOBILE AND INTERNET:

The UAE has two major telecom providers, Etisalat and du, both offering visitor SIM card packages with data, calls, and SMS options. The Congress venue will provide high-speed Wi-Fi, ensuring seamless connectivity for all attendees. Additionally, free Wi-Fi is widely available in hotels, malls, and public areas across Dubai.

- MEDICAL SERVICES:

as per UAE federal law, all visitors must have medical insurance during their stay. In case of an emergency, hospitals provide free stabilizing treatment, after which further care requires insurance coverage or direct payment.
